David R. Ellspermann
David R. Ellspermann was first elected as Clerk of the Circuit Court for Marion County in 1996 officially taking office on January 6, 1997. Mr. Ellspermann graduated from the University of Georgia with a Bachelor's degree in Accounting and from Rollins College with a Master’s degree in Criminal Justice Administration. He has earned his designations as a Certified Public Manager and a Certified Clerk of the Circuit Court through Florida State University and the Florida Supreme Court.
Mr. Ellspermann began his public service as a Law Enforcement Officer with the University of Georgia and the Ocala Police Department. He left the Ocala Police Department to become the Administrative Director for the Public Defender’s Office and, immediately prior to his election as Clerk of the Circuit Court, Mr. Ellspermann served as the Executive Director for the Fifth Judicial Circuit State Attorney's Office.
Mr. Ellspermann presently serves as a member of the Florida Association of Court Clerks and Comptrollers, Board Member, the Ocala/Marion Chamber and Economic Partnership Board of Directors/Investors, Florida Supreme court Florida Courts Technology commission, Kiwanis Club of Ocala, Marion County Historical Commission, Blessed Trinity Catholic Church, Past President Parish Council, and the Florida Government Finance Officers Association.
Mr. Ellspermann has been associated with the Florida Agriculture Center and Horse Park Authority Board Member, Marion County March of Dimes Board, United Way of Marion County Board of Directors, United Way Budget Review Committee, Marion County Budget Review Committee, Special Olympics Advisory Board, March of Dimes Regional Executive Board of Directors and Walk Chair, Central Florida Community College Foundation Board of Directors, North Florida Council Boy Scouts of America Board of Directors, Marion County Children Advocacy Advisory Committee, Marion County Cancer Society Board of Directors, Marion County Family YMCA Board of Managers, Davis Productivity-Florida TaxWatch, Hospice Board of Directors, Volunteer Service Bureau Board of Directors, Retired Senior Volunteer Bureau Board of Directors, Project Graduation Board of Directors, Florida Supreme Court Treatment-Based Drug Court Steering Committee, Forest High School Advisory Council, Article V Indigent Services Board, Public Policy Institute Board of Directors, Economic Development Council Board of Directors, and Marion County Credit Union Board of Directors.
Mr. Ellspermann has the following recognitions: GFOA Award of Financial Reporting Achievement, Marion County March of Dimes Volunteer of the Year; GFWC Ocala Junior Women Club Family of the Year; Florida TaxWatch and Florida Council of 100 Davis Productivity Award; Police Officer of the Year, University of Georgia; Volunteer of the Year, North Central Florida Division March of Dimes; AIIM (Association for Information and Image Management) 2006 Innovation Compliance – Related Installation Award; and FACC President’s Award of Clerk of the Year for Florida Clerk’s and Comptroller’s Association 2006, 2009, and 2012.
